No Longer Accepting Online Applications via Accela ACA

Effective March 13, 2026, at 4pm, Douglas County Community Development will no longer accept online applications via Accela ACA.

Please email any questions to [email protected].

Please hold any non-emergency submittals until March 23, 2026.

On March 23, 2026, we will begin accepting applications in a new online permitting software program, Oracle Permitting and Licensing (OPAL) which will be available.

You will need to register for an account prior to submitting in OPAL.

Douglas County customers will be able to view previously submitted items in Accela ACA until June 30, 2026.

What We Do

The Planning Division is responsible for protecting the public health, safety, and general welfare of Douglas County residents and property owners by reviewing development proposals to insure compliance with the Douglas County Master Plan (2020) and related zoning and land division regulations contained in the Consolidated Development Code (Title 20). The Planning Division provides the staff support for the Douglas County Planning Commission.
