All new building permits submitted by design professionals, contractors and/or repeat customers must be submitted online.
It is the applicants responsibility to contact their local Fire agency to determine if their project requires Fire approval.

Submitting Online:
Navigate to the Accela ONE portal: https://aca-prod.accela.com/ONE
- If you do not have a ONE account, you will need to create one. Once your account is created, you're ready to submit to Douglas County.
- If you already have a ONE account with Washoe/Reno, we will need to do a one-time "connection" to Douglas. We will need your user and/or email you use to log in. Please send this information to areno@douglasnv.us and put Link My ONE Account in the subject line of your email.
Please review our Digital Projects guide for information on uploading your documents, responding to corrections and resubmitting corrections.
All resubmittals with corrections must be uploaded in Digital Projects. Please refer to slides 11-19 in the Digital Projects guide above.
Submitting via email
If you do not submit frequently to Douglas County, you may send your submittal to building@douglasnv.us.
- Submitting electronically via a file sharing program (ie Dropbox, etc) is preferred for large files.
- Plans must be bookmarked and in pdf standard format ONLY. JPEGs, or photographs of plans will not be accepted.
If you do not receive a response from the Building Division within 3 working days of your submittal, please email building@douglasnv.us to verify if it was received.
If you are not a repeat customer, contractor or design professional, all EZ Permit Applications, Solar, Generator and Patio Covers can be emailed directly to permitdesk@douglasnv.us.
Our counter hours still apply and these submittals will be processed Monday-Friday 9:30 am to 4 pm

During the plan review process, you may be required to resubmit corrections.
If the project was submitted online, please resubmit your corrections in Digital Projects.
- Corrections from each reviewer will be listed in the Digital Projects tab.
- You must respond to each correction before the Upload Resubmittal option is activated.
- Please see the Digital Projects guide for more information. Any questions can be directed to building@douglasnv.us
If the project was processed by staff via email, you may send your resubmittal to building@douglasnv.us
- Plan corrections must be resubmitted as a full plan set, with the corrected sheets included.
- Attach a Response Letter, addressing each correction, per sheet/page.
- Additional required documents should be attached as their own pdf document.
DO NOT send one combined pdf of the entire resubmittal. Each document should be its own pdf.
DO NOT send individual plan sheets. Plans should always be combined, in order of the title index, into one pdf document.
Revisions are changes proposed to Building Permit approvals that have already been issued.
*All Revisions must be submitted by the design professional or person who designed the approved plans in the field.
If you would like to submit for a Revision, please email
building@douglasnv.us and include the following:
- Revision/ACA Application
- Revised plan sheets only, with clouding around any changes
- Any revisions to documents such as structural calculations should include the revised pages only.
- Revision letter listing all changes, per sheet/page number
When submitting for a Building Permit, you'll need to verify if your property is in the floodplain.
To determine if your project is located in the primary floodplain, search your address in the GIS Floodplain Viewer.
Click on the Layers List next to the search bar, and turn on the FEMA Quarterly Download layer.
If you live along or near the Carson River, you can turn on the Proposed Carson River Floodplain Map 2025 layer to determine your flood designation. Please contact building@douglasnv.us for more information before you submit your project.

All projects must be submitted separately to the local Fire District. It is the applicants responsibility to submit to Fire and receive an approval notification prior to issuing of a building permit.

All Solar projects must have Fire approval
at submittal. Solar projects will not be routed for review until Fire approval is received.

Douglas County Community Development Department adopted the following building codes effective July 1, 2019:

• 2018 International Fuel Gas Code
All plans submitted shall be designed to these codes.
