Tahoe Douglas Area Plan Overview

Douglas County is embarking on preparation of the Tahoe Douglas Area Plan (TDAP) for the Tahoe Township of Douglas County in the Tahoe Basin outside of the South Shore Area Plan boundary.

The goal of this effort is to implement the vision for the future of this area and includes developing goals and policies that would implement the Regional Plan at the community level, simplify permitting and streamline environmental review, and provide opportunities for deed-restricted affordable, moderate, and achievable housing. Another goal of this planning effort is to develop an Area Plan that is in compliance with the current development standards of the Regional Plan for deed-restricted housing, adopted by the TRPA Governing Board in December 2023.

What is the TDAP?

  • The TDAP or plan is intended to guide development and redevelopment within the Tahoe Region of Douglas County (Figure 1), assist in achieving and maintaining TRPA’s Environmental Threshold Standards, and implement the policy direction of both the Lake Tahoe Regional Plan (Regional Plan) and Douglas County Master Plan.
  • The TDAP will be a component of the Regional Plan.
  • Adoption of the TDAP would replace or revise the relevant Douglas County plans, maps, and ordinances developed to implement the 1987 Regional Plan and would replace the Round Hill Community Plan and 30 plan area statements (PASs) (PASs 057, 058, 059, 060, 061, 062, 063, 064, 065, 066, 067, 068, 069, 070A, 070B, 072, 073, 074, 075, 077, 078, 079, 080, 081, 082, 083, 084, 086, and 088).

Project Phases:

  • Phase 1 includes a community visioning workshop and obtaining public input.
  • Phase 2 includes developing the draft TDAP and completing the TRPA environmental document.
  • Phase 3 includes release of the public review draft TDAP and TRPA environmental document with public hearings for possible adoption of the plan.

Tahoe Regional Planning Agency – Lake Tahoe Regional Plan
The Lake Tahoe Regional Plan guides development in the Tahoe Basin to achieve balance between the natural and built environment. The Regional Plan outlines actions to attain environmental thresholds that restore Lake Tahoe while balancing economic and community vitality. The Regional Plan is a regulatory framework that includes several documents. The Regional Plan identifies goals for the region as well as policies that establish the strategies necessary to achieve those goals. The Regional Plan Goals and Policies document presents the overall approach to meeting the Thresholds. A key component of the Plan is the land use element. The land use element of the Plan identifies the fundamental philosophies directing land use and development in the Lake Tahoe Basin. It addresses topics like suitable development locations; maintenance of the environmental, social, physical, and economic well-being of the Region; and coordination with local, state, and federal requirements.

The Regional Plan also includes threshold standards, a code of ordinances that guides development, plan area statements and area plans, and more.
