The Douglas County Community Services Department is issuing this RFQ to solicit Statement of Qualifications (SOQ) from firms or individuals qualified to provide legal services in support of the Douglas County Public Guardian's office. The selected attorney must offer competent and effective services that adequately represent Douglas County’s best interests, including frequent consulting with the Douglas County Public Guardian and the Douglas County District Attorney’s Office, court appearances, filing motions, and conducting investigations as required.
The Public Guardian is an appointed position which is regulated by NRS 253.150 and reports to the Douglas County Community Services Department.
Attorneys must be licensed by and in good standing with the State Bar of Nevada, actively practice law and comply with all applicable laws, regulations, and Nevada Rules of Professional Conduct.
Interested firms or individuals must submit a responsive SOQ documenting their qualifications and experience by the specified due date and time. Late submissions will not be considered. All submitted information will remain confidential until a contract is finalized, or all submittals are rejected.
Selection Process:
A panel will evaluate all responsive SOQs. The most qualified firm or individual will be identified based on qualifications and may be invited to present their qualifications. Successful negotiations will result in a Contract for Professional Services with Douglas County. Compensation will be based on experience and services provided.
The SOQs will be Evaluated based on the following.
- Overall Legal experience, particularly in the area of guardianship law
- Quality of the Statement of Qualifications
- Court experience
- Ability to represent Douglas County, work with the District Attorney’s Office and Public Guardian clients and the Public Guardian
Instructions for Submittal:
Submit an SOQ in electronic format as a PDF to the email address listed above. Alternatively, hard copies or flash drives can be sent to the physical address. The SOQ must be on 8½ x 11 documents, not exceeding 20 pages (including the cover page). A cover letter expressing interest, limited to two pages, must be included.
Questions will be addressed through written amendments only; oral statements do not amend the RFQ. The County reserves the right to waive immaterial defects, reject any or all SOQs, or reissue the RFQ.
